An 1862 treaty with the newly formed Kingdom of Italy has been periodically renewed and amended. The present government is an alliance between the socialists and communists. San Marino has had its own statutes and governmental institutions since the 11th century. Legislative authority at present is vested in a 60-member unicameral parliament. Executive authority is exercised by the 11-member Congress of State, the members of which head the various administrative departments of the goverment. The posts are divided among the parties which form the coalition government.
Judicial authority is partly exercised by Italian magistrates in civil and criminal cases. San Marino's policies are tied to Italy's and political organizations and labor unions active in Italy are also active in San Marino. Since World War II, there has been intense rivalry between 2 political coalitions, the Popular Alliance composed of the Christian Democratic Party and the Independent Social Democratic Party, and the Liberty Committee, coalition of the Communist Party and the Socialist Party. San Marino's gross domestic product was $137 million and its per capita income was $6290 in 1980.
The principal economic activities are farming and livestock raising, along with some light manufacturing. Foreign transactions are dominated by tourism. The government derives most of its revenue from the sale of postage stamps to collectors around the world and from payment of an annual budget subsidy by the Italian government. Despite its close ties with Italy, San Marino has maintained its distinctive status for centuries.
